Flying in Romania is subjected to complying with the national Air Code and specifically for operations with powered ultralight aircraft, the RACR-CCO ULM and RACR-LPAN ULM regulations. All aircraft need to have third party insurance policy and an operational ELT or PLB on board. All flights are subjected to prior authorization which means filing a flight plan or a VFR flight notification to the Romanian Civil Aeronautical Authority. You can check AIP Romania at this link.
Supervision of all powered ultralight aircraft operations and certification processes for civil aircraft and personnel is assured by the Romanian Aeroclub, respectively by the Powered Ultralight Aircraft Service (abbreviated as SAUM), which is accredited for this kind of activities by the Romanian Civil Aeronautical Authority.
Validity of the aircraft airworthiness documents issued by the competent authorities of foreign states is attested for operations in Romanian airspace by the issue of a Certificate of Recognition. Pilots who want to fly Romanian registered ULM aircraft need to have their licence recognized and are asked to contact us for further guidance.
RECOGNITION OF THE AIRCRAFT AIRWORTHINESS
According to Romanian regulation for powered ultralight aircraft (abbreviated ULM), RACR-CCO ULM, an ULM aircraft registered in another state than Romania may be allowed to operate in Romanian airspace if it holds:
- a valid certificate of registration, issued in conformity with Annex 7 of the Chicago Convention;
- a Romanian Certificate of Recognition for airworthiness documents.
In order to obtain a Certificate of Recognition for airworthiness documents for your aircraft, you must follow the steps listed below, depending on the period of validity requested.
A. Period of validity of maximum 30 days
If you intend to operate the aircraft in Romanian airspace for less than 30 days (for example, in transit or holiday travelling), such a Certificate of Recognition is suitable for you.
Note:
A Certificate of Recognition with a period of validity of maximum 30 days may be obtained only once in a period of 12 months for the same aircraft.
In order to obtain a Certificate of Recognition with a period of validity of maximum 30 days, you must send the following documents at the e-mail address auu@aeroclubulromaniei.ro or secretariat@aeroclubulromaniei.ro:
- Written request form (found at the following button );
- Scanned copies of aircraft documents, issued by the aircraft registration state authority: Registration certificate, airworthiness documents, insurance policy, documents that prove the right of the aircraft to be operated in its registration state;
- Documents that prove that the aircraft satisfies Romanian definition and characteristics of ultralight aircraft: VS0, maximum empty weight and maximum take-off weight;
- Scanned copy of tax payment proof for the requested service.
After the personnel of Romanian Aeroclub check the documents and confirm that your aircraft is suitable for obtaining a Certificate of Recognition, the document will be issued and sent to you digitally.
B. Period of validity more than 30 days and maximum 1 year
If you intend to use the aircraft in Romanian airspace for more than 30 days, you have to obtain such a Certificate of Recognition.
Note:
The validity period of this type of Certificate of Recognition is maximum 1 year and may not exceed the validity period of the airworthiness document issued by the registration state of the aircraft.
The documents required are the same as mentioned at point A, and may be sent via e-mail or in physical form.
After the personnel of Romanian Aeroclub check the documents, an ULM inspector will perform a visual inspection of the aircraft.
If the result of the inspection is favorable and the documents are correct and valid, the Certificate of Recognition will be issued.
